firewall.exe: Firewall
The firewall.exe utility serves to manage Windows Firewall. The
Firewall configuration file winfw.conf.xml is located in
%plesk_bin% directory.

firewall.exe <command> [<option> <param>]
Example
The following command enables default Firewall rules:
plesk bin firewall.exe --enable
